Thick and alive
Oil on canvas is the technique in which impressionism grew great: thick, shimmering, with visible brush marks. For under 500 euro you can find impressionist oil paintings on canvas for sale that carry this tradition on at small scale.
Oil allows thickly applied paint that catches light and casts shadows. A streak of cloud becomes a small landscape of paint, a patch of flowers a relief. You see how quickly the painter worked and how the bristles left their traces.

Hanging with patience
Oil pictures need time to dry through before a varnish goes on. Hang such pictures where you see them in daylight, not next to radiators. A broad gold frame suits the genre, a plain wooden frame looks contemporary.
To clarify
Ask about varnish, the condition of the canvas and dimensions in centimeters. If you plan an oil picture as a gift, notes on signature and authenticity in the description count too.
