In the shipping profile management, only artworks that are published and have the following artwork status can be assigned:
For sale
Price on request
Offer
Reserved
Temporarily in an exhibition
However, you can always assign a shipping profile to an individual artwork, regardless of its status, in its settings via the Artwork Directory:
